1950年建乡，1958年3月并入老河大队，1980年7月独立，此后在1983年10月重归老河乡，1987年才再次独立，建新塘村委会，1989年更名为管理区，1999年4月起定为新塘村民委员会。[1]

2019年9月，该村被列为广东省民主法治示范村（社区）创建单位（2018年度）。[1]
