历史沿革[edit]
村里有一处耕围叫西盛围，村以围名。清光绪六年（1880年），陈、李、杜、冯等姓先人来此搭茅屋而居，以捕鱼为生，1951年起改渔为农。民国至1951年是第一区天马乡的一村；1952年同二村、三村、四村合并为天和乡，1969至1973年并入天马农场，1982年分出，成为西盛大队，后改称西盛村委会。[1]
经济[edit]
村里大部分土地已用作工业用地，周边落户有多家大型企业；村民收入多靠水产养殖和农产品。2019年村列入广东省「民主法治示范村」创建单位。[1]
