黄塘村位于镇乡结合区，为新城镇下辖的行政村。村地处集成河下游，河堤失修，常受水患，低洼处积水成塘，村名因此而来。[1]

历史沿革[edit]

1949年隶属新兴县第三区凤沙乡，叫黄塘村；1955年改归上沙区凤凰乡，仍叫黄塘村。1964年归环城公社，设黄塘大队；1984年设环城区公所下的黄塘乡；1994年改归新城镇，设黄塘管理区；1999年改为黄塘村民委员会。[1]

2019年9月，村列入2018年度「广东省民主法治示范村（社区）」创建单位名单。[1]
