村名由来：这里原是新开凿的溪流，明清时称新溪洋，后改名新基，再称新基洋。^[1]

元至元年间（1335年至1340年），先人到此建村。^[1]

1958年先属光锋公社，随后归金玉公社，1968年划归灶浦公社；1984年改乡，1986年设村委会。^[1]

据村情简介，全村耕地980亩，辖1个自然村。当地主要出产香蕉、生柑。^[1]
