公平镇是广东省汕尾市海丰县东北部的一个镇，政府驻新兴中路，镇区离海丰县城约8.2公里。全镇设7个社区、23个行政村，以服装加工立镇，又是民俗学家钟敬文出生的地方。[1][2][9]

历史沿革[edit]

镇区的前身是一处圩市。海丰县政府网站称，唐元和年间（806—820年）这里已有集市，交易日旺而价钱合理，人们便叫它公平圩，海丰人又把它看作县的“北大门”。[3][7]

行政归属上，1086年（熙宁元年），海丰县石塘都辖有公平；到明嘉靖年间县分七都、清末改四大都，石塘都的都府一直设在公平圩。[7]民国元年（1912年）海丰分9区，公平自成一区；1930年海丰并为7区，公平归第二区。[7]1927年当地先后三度建立苏维埃政权。[7]1936年国民党在圩内立镇公所，设在黄厝祖祠的监堂，并行保甲，圩里编为18保。[7]

1949年7月公平解放，仍属海丰二区，区公所设在成昌楼；1956年二区改称公平区，次年撤区建乡，1958年底乡改公社。[7]1975年公社革委会下设镇革委会。[7]1984年1月公社改区，10月区、镇分设，1985年3月又合为公平镇，镇府迁新兴路；1987年1月撤区并入镇，下辖4个居民社区和17个村，4月召开镇人民代表大会并成立镇政府。[3][7]

此后疆域有两次扩大。2002年10月撤乡并镇，原属公平水库管理机构的五联村（5.69平方千米，约1800人）划入；2003年1月省政府同意撤销西坑乡，2004年12月该乡的磜仔、高联、联和、庵前、下洞五个行政村连同西坑社区（30.5平方千米，5056人）先后并入，全镇从此是23个村、7个社区。[3][5][7]另外，1994年5月镇区又分出第五、第六居民社区，2004年10月六个居民社区依次改称长安、长兴、日兴、南园、新城、新兴。[7]不过各村的博雅地名网页面对并入年份说法不一：五联村页写2002年4月划归、2003年12月并入，庵前等村页则写2005年划入。[13][14]

地理环境[edit]

公平镇在海丰县东北，东面与平东镇相接，南面是城东镇和海城镇，西面连着海城镇的莲花山森林公园，北面隔公平水库与惠东县高潭镇、海丰县黄羌镇为邻。[9]面积有两种说法：百度百科记为127平方千米，县政府网站的镇简介记为约140平方千米，博雅地名网较早的页面则写90.81平方千米。[1][6][9]

县政府网站称，全镇有耕地6.3万亩、林地9.5万亩，辖124个自然村。[1]交通方面，该站的两篇介绍分别提到省道242线、335线穿过镇区，以及国道G235、G236穿过镇区，并说甬莞高速（G15）从镇南经过；两处说法有出入。[1][2]距离上，一篇写距广州300公里、深圳207公里，另一篇写265公里和186公里，距县城均为8.2公里。[1][2]

据2020年第七次全国人口普查，常住人口为57937人，在海丰县各乡镇中居第5位。[6][9]县政府网站另记户籍人口约7万、外来人口约3万。[1]

经济[edit]

服装业从20世纪80年代中期的个体加工起步。博雅地名网转载的一篇镇概况写到，2003年全镇有服装生产企业168家、辅料等配套企业22家，日产能力18万件（套），当年工业总产值20.2亿元，其中服装占九成以上；该镇2002年被批准为广东省专业镇技术创新试点。[8]2017年全镇地区生产总值为90.1亿元，增长24.97%。[9]县政府网站现称其“因服装而兴、以工业立镇”，并说这是海丰县的传统支柱产业之一。[1]

农业方面，县网站提到西坑绿茶和公平牛肉。[1]2021年9月公平镇（茶叶）入选广东省第三批“一村一品、一镇一业”专业镇名单。[6]平新村种萝卜，是当地“公平菜脯”的主要产地。[6]

镇上的荣誉包括：2021年9月入选前述专业镇名单；2022年10月上榜淘宝镇；2024年3月被命名为「2023年广东省卫生乡镇」；2026年3月又进入「广东省第三批“百千万工程”典型村镇」之列。[6]县政府网站另称它是全国小城镇建设试点镇、广东省中心镇，并是汕尾市的工业重镇和农业大镇。[1]

县政府网站介绍了本地三项风俗。其一是公平八音，相传从清光绪初年詹姓兄弟组班演奏开始，故又叫“詹氏八音班”，以洞箫、横箫领奏，钹仔指挥，另有云锣、矮企、三弦、琵琶、月琴、提胡，常在夜里穿街走巷边走边奏。[3]其二是客家艾茸粿，用晒干搓碎的田艾掺糯米粉和红糖水做坯，包糖、芝麻、花生馅，印花后蒸熟。[3]其三是吃咸茶，用牙钵与番石榴枝茶槌擂茶，正月初七吃“七样菜茶”，正月十三办“开灯茶”，订婚、病愈、“辞山”也各有一种茶。[3]

名胜古迹[edit]

县政府网站列出的景点有西坑生态旅游、周凤故居、钟敬文公园和玉虚宫。[4]镇内还有公平水库，位于黄江中上游，集水面积317平方千米，有效库容3.83亿立方米，是大型水利枢纽，供汕尾市区和公平、城东、可塘、赤坑等镇约90万人用水，也供红海湾电厂生产用水。[11]县网站称全镇有30多处红色革命遗址，涌现300多名革命烈士。[1]

著名人物[edit]

钟敬文原名钟谭宗，生于1903年3月20日，卒于2002年1月10日，是民俗学家、民间文艺学家、教育家和散文家，客家人，曾在北京师范大学任教，并任中国民俗学会理事长。[10]博雅地名网记他出生在公平鱼街。[6]

周凤出生于1871年2月23日，逝世于1973年3月12日，家乡是公平平岗的农家，幼年被卖作婢女，后为彭辛之妾，是彭湃的母亲。[12]

刘亚梅（1861—1936年），又名刘远拔，生于公平杂货街一户贫农家，以木匠、脚夫、种地、教拳、卖药谋生，是广东南拳名拳师。[6]
