白沙镇是广东省清远市英德市下辖的镇，在英德市东南部，位于白沙河流域。全镇辖1个社区和10个行政村，共有172个自然村[1][2][5]。镇境属粤北山区的丘陵地带，海拔约500米，因河床里多白色石英沙粒而得名白沙[1]。

镇内的白沙河由长安河、纳溪河、烟岭河、汶罗河和门洞河五条支流汇成[1]。1998年前后，这里是三县六乡镇物资交流的集散地[1]；近年镇政府的工作重点是“百千万工程”、圩镇改造和温泉项目[5][6][7]。

历史沿革[edit]

白沙之地在明洪武二年（1369年）建立行政建制。清康熙四十四年（1705年），这里分属象冈都和岩下都，设有太平、石园、门洞三图和洪象图；道光十六年（1836年）改设太平、石园、门洞、洪象四乡[3]。民国二十一年（1932年）调整为洪象乡和门园太乡[3]。

新中国成立后，洪象乡和门园太乡划归英东区。1957年已先设白沙乡；1958年7月一度改隶翁源县，1959年11月回到英德县，并组建白沙人民公社[3]。公社体制在1984年改为区，到1987年区再改为镇[3][4]。1998年10月7日，各村原来的管理区改设为村委会，沿用至今[8]。

地理环境[edit]

镇域东面与青塘镇和新丰县遥田镇相邻，南面与新丰县遥田镇、佛冈县烟岭镇交界，北面与桥头镇相连；西面的邻镇，博雅地名网作鱼湾镇，百度百科作东华镇[1][4]。全镇总面积，博雅地名网作164.4平方千米，百度百科作162.8平方千米[1][4]。

镇境属亚热带季风气候，年均气温20.7℃，年均降雨量约1990毫米，霜期较短，四季宜耕[1][4]。

人口[edit]

1998年末，全镇总人口30314人，其中农业人口28488人[1]。博雅地名网载，第七次全国人口普查结果为2.82万人，在英德市各镇街中居第14位[2]。百度百科载2019年末户籍人口40612人[4]。三组数字的年份和口径不同，此处并列。

经济[edit]

1998年的资料显示，镇上的墟市有太平、白沙、双头三处；太平街既是党政机关所在地，也是全镇的中心[1]。

镇政府的年度工作报告列出了几项主要经济指标：2023年全镇税收收入1303.7万元，规模工业总产值10.09亿元，比上年增长5.9%，固定资产投资2.7亿元[5]；2024年税收收入1296.59万元，规模工业总产值11.57亿元，固定资产投资1.47亿元[6]；2025年税收收入1614.35万元，工业产值12.06亿元，增幅4.26%，固定资产投资1.48亿元[7]。

工业以凯迪工业园为主。2023年该园区总产值6.38亿元[5]。2025年，东顺精细化工二期项目取得土地使用证，但报告同时指出，园区和陶瓷城土地闲置率较高，招商竞争力尚待提升[7]。

农业上，报告列出白沙绿茶、麻竹笋和红薯等特色产业，并提到推进“一村一品、一镇一业”项目，力图推动地理标志的打造[6]。

温泉是近年镇里重点发展的方向。会英村的白沙观音鼎温泉度假村“又见山居”项目，2023年一期进入验收阶段，二期的室内装修、道路管网和绿化等工程基本完成[5][6]。

镇内还有历史遗留的废弃稀土矿山。截至2025年，修复工程累计投入10586万元，修复面积3289.35亩，植被覆盖率提升至92%[7]。

乡村建设[edit]

2023年的报告称，172个自然村都已达到“干净整洁村”的要求，131个属于“美丽宜居村”，另有9个为“特色精品村”，美丽宜居村占比76%[5]。同年，红星村长江、水心村东围和车头村车头片被评为“特色村”[5]。

2025年，水心村被确定为新的典型村，前期已完成“三清三拆”，并铺设了污水管网、粉饰了外立面[7]。
