山塘镇是广东省清远市清新区下辖的镇，位于清新区西南部，地处北江冲积平原，镇政府驻新基路1号。北江在其东侧，对岸是清城区的横荷街道和石角镇；南面与佛山市三水区接壤。[1]

镇内以种养业为基础，丝苗米、桂花鱼和腊味是三项主要产业。全镇下辖1个社区和14个行政村。2023年山塘镇列入首批国家农业产业强镇。[2][3]

历史沿革[edit]

镇名的来由是境内岗地与池塘众多。山塘区于1950年5月设立，1958年8月取消，随后组建了人民公社。1983年人民公社撤销，代之以区公所；1986年12月，镇名定为山塘镇。[3]

山塘在1988年清远建市时归入清城区，次年起改属清郊区。1992年清郊区换成清新县的建制，山塘随之隶属清新县；2012年清新县撤县设区，山塘镇归清新区管辖。[3][7]

2002年4月回澜镇被撤并，其原有的低地村和回正村改由山塘镇管辖。[5]

荣誉方面，2000年镇被评为「广东农村经济200强镇」，2020年列入「2020年农业产业强镇建设名单」，2023年8月获评「首批国家农业产业强镇」，2025年5月入选广东省第二批“百千万工程”专业镇建设名单。[3][4]

2026年1月，胜利村、新兴村和恒平村被评为广东省第二批“百千万工程”典型村。同年8月，镇第十七次党员代表大会召开，选出镇委委员9名、纪律检查委员会委员7名。[2][8]

地理环境[edit]

镇域面积86.93平方千米。下游右岸的清西围是广东省十大堤围之一，也是清新区内保护耕地面积最大的堤围，护卫着山塘、太平、三坑三镇约11万人和16.99万亩耕地。[1][9]

北江大堤有14.5公里路面换成了黑色沥青路面。镇里还修通了近80公里的农村公路硬底化与拓宽工程，并增设路灯约1200盏。[2]

圩镇中兴街一带改为美丽示范主街：老石板路换成沥青路面，沿街约3.7万平方米老旧建筑得到修缮，空中线缆改为线槽或地下管道。镇内还开展“六乱”整治，2025年清理积存垃圾约540吨，农村生活污水处理设施覆盖全镇260个村小组。[11][12]

第七次全国人口普查的数字为3.9万人，在清新区各镇中排第六。[3]维基百科给出的2020年人口为39043人。[6]百度百科的数据为2024年总人口6.1万人，统计口径与前两者不同，本条目并列三项数字。[1]

经济[edit]

农业方面，养殖水面约2.3万亩，其中1.2万亩养的是桂花鱼。近三年省市级农业龙头企业新增7家，农机化水平达到93%。[2]

腊味产业方面，全镇腊味年产量约48万斤，镇里布局“一个中心、多个车间”的生产格局。恒平村旧村委会旁的第一生产车间已完成主体建设，新兴村产业楼的三层也规划为腊味车间。[2][14][16]

集体经济方面，恒平村盘活村委会旧址建成腊味车间，并取得全区首例村委会集体建设用地确权登记；低地村把闲置的低地小学改为厂房，每年为村集体增收31万元。全镇14个行政村的集体经济收入均已超过10万元。[14][15]

土地方面，三年来流转盘活土地3100亩以上，形成稻薯轮作、稻虾共生、稻菜联动等立体种养模式。[15]

工业方面，百度百科记载2024年全镇有15家规模以上工业企业，合计产值约9.88亿元。镇政府的说法是2025年工业总产值为10.8亿元；近三年共招引19个项目，亿元级的有7个。[1][2]

文化[edit]

三人燕尾龙舟是镇内的省级非物质文化遗产代表性项目。镇里连续三年办赛，2025年的比赛中本地龙舟队49支、外地11支，观众近万人。[2]

回正村的旧政江小学被改作清新喜宴师培训基地，展示农产品，也教学员喜宴围餐的做法和厨艺。据报道，该基地每年接下约12万围的订单，提供就业岗位1500余个。[14]

胜利村利用闲置房屋建起三人燕尾龙舟展览馆。2026年3月的一篇报道介绍了紧邻北江大堤的圩镇客厅，面积约230平方米，展厅的展板涉及往昔的发展脉络、城乡规划、产业经济和文化旅游。[13][14]

恒平村家家有晒制腊味的习惯，常见的有腊肠、腊肉、腊鸭、腊鱼和腊猪脚，晾晒的天数要看天气而定。[16]

名胜古迹[edit]

政江塔立在北江大堤上，是知县何福海于1891年（清光绪十七年）发起修建的。塔身九层八面，为楼阁式砖塔，高35.1米。1962年它被定为清远县文保单位，此后在2015年12月晋为省级文保单位。2009至2010年间修缮，投入180万元。[10]
