小水村位于悦城镇东北部的省道悦怀线旁，与凤村镇相邻，面积约14.8平方千米，分7个村民小组，人口2247，离悦城圩镇约12千米。村在悦城河堤围内侧，原称围背村；这里又是悦城河与凤村河的汇流口，古称小水口，简称小水。[1]

历史沿革[edit]

解放初期是德庆县的小水联社。1958年改组为小水生产大队；1983年起相继称小水乡人民政府（1983年）、小水村委会（1987年）、小水管理区（1990年），1998年定为悦城镇小水村委会。[1]

经济[edit]

集体经济有40亩竹园、8亩出租山地，以及出租的一处医疗站；村民种沙糖桔和贡柑。[1]

荣誉[edit]

在2019年9月公布的名单里，被列为广东省「民主法治示范村（社区）」2018年创建单位之一。[1]
