福水村是马头镇辖下的行政村，在新丰县东北部[1]。据博雅地名网所载沿革，福水1959年设大队，1983年设乡政府，1986年设村委会，1990年3月改为管理区，1998年12月恢复设村委会，沿用至今[1]。2026年3月，福水村被认定为「广东省第三批“百千万工程”典型村镇」[1]。福水村名列2019年9月公布的2018年「广东省“民主法治示范村（社区）”创建单位」名单[1]。
据民间传说，福水坳是神马被雷神劈开后马头坠落之处，化作“马头石”，马头镇因此得名[2]。马头旧墟也曾处在福水、乌石岗、军屯三地的交界处，1959年因水库蓄水迁走[3]。
