新民村在汕尾市区与红海湾经济开发区之间，由步美、建茶两个革命老区自然村组成，汕遮公路从村旁经过。^[1]^[2]

历史沿革[edit]

解放初属新安乡，隶东冲区；公社化时期并入新安大队，1974年分出两个自然村另设新民大队，归东涌公社；1989年设新民管理区；1999年成立新民村委会。^[1]

总人口3167人（步美2100人、建茶1067人），560户，全村面积5平方千米，耕地1290亩，林地3000亩。农业产出有水稻、蔬菜、大葱和花生。两个自然村各有一所小学；村里还新建了400平方米的文化室、一处400平方米的综合市场、3所公厕，并自办自来水。^[2]

2019年9月，进入2018年度「广东省“民主法治示范村（社区）”创建单位」之列；2021年12月获省卫生村称号；2024年4月，入选省里首批乡村振兴示范村的创建名单。^[1]
