民国年间石垌河沿岸自上而下分为三段，称上石垌、中石垌、下石垌；解放初，上石垌另称上云村，中、下石垌并称石垌村，1962年组建生产队，1983年建乡，1987年改称村民委员会，1989年改设管理区办事处，1999年起复称村民委员会，沿用至今。[1]

石垌河两岸大石特别多，故名石垌。[2]
