民国年间石垌河沿岸自上而下分为三段，称上石垌、中石垌、下石垌；解放初，上石垌另称上云村，1983年建乡，1985年起称村民委员会，1989年改设管理区办事处，1999年起复称村民委员会，沿用至今。[1]
地名由来[edit]
村子地势较高，云雾常笼罩于此，故名上云。[2]
