东海街道是广东省汕尾市陆丰市的市区街道，陆丰市人民政府驻在这里，也是全市的政治、商贸和交通中心[1]。街道位于螺河下游的平原上，南濒碣石湾，辖区陆地面积约56平方千米，下辖8个社区和15个行政村[1][2]。第七次全国人口普查时有21.35万人，在陆丰各镇、街道中居首位[2]。1731年陆丰县析自海丰县，县治即设在当时的东海滘，此后这里一直是陆丰的县城所在[3]。

名称与历史沿革[edit]

博雅地名网称，辖区处在螺河下游东河的两岸，河水向东流经乌坎港入海，街道因此得名“东海”[2]。旧时写作“东海滘”。

据陆丰市政府网站所载，春秋战国时这一带属百越之地；秦始皇三十三年（前214年）归南海郡博罗县，东晋咸和六年（331年）归东官郡海丰县。唐武德五年（622年）一度属安陆县，贞观元年（627年）安陆县撤销，东海滘重归海丰县[3]。

熙宁二年（1069年），海丰县的“里”改称“都保”，东海滘划在坊廓都，并新开了东海滘市；南宋开禧、嘉定年间（网站作1203年至1219年），形成旧墟、古墟（墟仔）和新墟三处聚落[3]。明洪武四年（1371年）置东海滘驿，嘉靖四十二年（1563年）在旧墟设栅立寨，崇祯九年（1636年）由官府拨库银筑起旧墟寨城，城垣周长139丈1尺，用土和贝灰舂成，这时东海滘才有了城[3]。

清康熙二年（1663年）增设东海滘驻防游击；雍正七年（1729年）驿丞改称东海巡检司。雍正九年（1731年）朝廷准广东总督之请，割海丰县坊廓、石帆、吉康三都置陆丰县，理由是东海滘寨居中，与碣石、甲子二城互为犄角，又是惠州、潮州之间的通道，遂定为县治，隶坊廓都第一图[3]。

1930年陆丰废都设区，东海滘归附城区（第一区）；1934年设附城、东海两镇；1942年分为东海一镇、东海二镇；1947年两镇更名，一镇称附城镇，二镇称东海镇。新中国成立后附城镇并入东海镇，镇政府驻南堤路100号。2004年1月起称东海街道；街道于2022年10月挂牌成立[3]。

地理与交通[edit]

街道东邻城东街道和金厢镇，东北接河东镇，西面隔螺河与河西街道、上英镇相望，南临碣石湾，建成区面积约24平方千米[1]。国道324线、沈海高速公路和厦深铁路经过辖区[1]。南端的乌坎港历史上是粤海关设在广东的七个总口之一，1997年3月3日正式对外通航，现为二类口岸（装卸点）[4]。

文化[edit]

陆丰皮影戏相传在宋末随闽南移民传入，2006年列入第一批国家级非物质文化遗产名录[5]。陆丰市政府网站把它列在东海街道的文化传统之下，同列的还有东海竹雕（汕尾市第一批市级非遗项目）和东海舞龙；舞龙由正字戏和吹打乐伴奏[6]。

名胜古迹[edit]

清乾隆十年（1745年）成书的《陆丰县志》载有陆丰古八景，其中仙桥夜月、龙山烟树、图岭斜辉、乌坎归航、洛洲芳草五景在东海一带[7]。街道内的革命纪念地有龙山中学内的张威纪念亭和龙山顶的陆丰革命烈士陵园[7][8]。红光村的通德里古村落、炎龙村的华光帝庙、南堤社区的杨氏四知堂和大道宫，均是陆丰市级文物保护单位[7]。

龙山中学的前身是清乾隆七年（1742年）建立的龙山书院，校址在东海街道龙山中巷，2014年被评为广东省国家级示范性普通高级中学[9]。南部的上海村有上海外滩，位于螺河与乌坎河出海的交汇处，2023年8月评为国家3A级旅游景区[10][11]。乌坎村一带则以渔港和古村为特色，正在建设避风港公园和渔文化展示设施[12]。
