历史沿革[edit]
关于村名，博雅地名网收录的说法是：村在潭下西部，新布河穿过村中心，村北山形像驶入村中的竹排，称“洋”；四周山岭森林茂密，松柏高大，故称柏洋。[1]
建制变化：1958年为潭下人民公社大队，1983年改为乡政府，1987年改为管理区，1999年改为村委会。[1]
