当地流传一首歌谣：「铁网挂牛头，狮子把水口；天下纷纷乱，平安不用愁」，村名取其意。[1]
1949年前后，这里叫平安乡。其后建制屡变：1958年立大队，1983年又称乡政府，1989年设管理区，至1999年才定为村民委员会。[1]
