2004年，全村932户4283人，耕地9416亩，农业总产值3700多万元；有小学3所。[2]1958年设西洋大队，1984年改称乡，1986年称村委会，1988年称管理区，1998年起称村民委员会。[1]
人物[edit]
槟榔园村旧称龙塘烈村，是明代进士、翰林院检讨邓宗龄的家乡。邓宗龄的父亲邓邦基任兴化通判，叔父邓邦髦任澧州、泗州知州，曾祖邓植入太学、官户部主事，堂弟邓宗京举人出身，官至监察御史，邓家在当时是雷琼一带的望族。[2]
荣誉[edit]
湛江市2020年度全市文明村的名单（2021年1月公布）里有西洋村；2023年5月，下冯、后昌、英印、边胆、西洋等11个自然村获评2022年广东省卫生村。[1]
