上凯村在沙湖镇西北边，属丘陵地带，村委会设在原上凯岗村，名称由此而来；辖7条自然村，总面积15.7平方千米。[1]

恩平首家茶枝柑深加工企业恩平市拾月红农业科技发展有限公司，由新会人廖广利创办在上凯村，主营陈皮仓储与精深加工。[2]
文化[edit]
2017年11月，上凯村获中央文明委授予「第五届全国文明村镇」称号；2023年5月，所辖鸡啼营村、三东村被评为2022年广东省卫生村。[1]
名胜古迹[edit]
上凯岗村有恩平县人民政府旧址和上凯岗革命烈士纪念碑，均在1983年6月公布为第一批县级文物保护单位。1949年4月25日，恩平县人民政府经批准成立，机关设在粤中纵队司令员吴有恒家的「因树书屋」，该屋建于1905年，占地444平方米。[3]

1949至1957年称上凯乡，1958年为上凯大队，1986年起称上凯村民委员会，1998年10月起正式定名上凯村民委员会。[1]
