水边镇是广东省清远市英德市下辖的镇，位于英德市西南部，距英德市区约64公里，东北面有小北江环绕。全镇下辖水边社区，以及流寨、黄竹、五角、乌城、白坑、热水六个行政村。^[1]^[4]

镇内多为低谷山地，以水电、林业和农业为主，近年来以水边温泉度假项目为发展重点。^[2]^[6]^[7]

历史沿革[edit]

镇名来自旧时的圩场临龙郁水河畔、民居依河而建的地势。建制可上溯至明朝洪武二年（1369年）。清康熙四十四年（1705年），此地属英德县浛属怀义都，设为流陈图；道光十六年（1836年）改设流陈乡。^[1]^[3]

新中国成立后先设水边乡，隶属英德县第二区。1955年设水边区，1958年并入跃进人民公社，此后几经分合，1960年从西牛人民公社析出，重设水边人民公社。1983年撤社设水边区公所，1986年11月撤区建镇。^[3]

1995年9月，水边镇改属清远市飞来峡管理区管辖，直到2001年10月才重归英德市。^[3]

地理环境[edit]

水边镇在英德市西南部，东西约10公里、南北约17公里，西南面与大洞镇相通。博雅地名网载其面积为103平方千米，另一处数字为170平方千米，两者都是2003年前后的统计。^[2]

据2003年的数据，全镇林业用地约13.2万亩，森林覆盖率68%；年平均气温21℃，年降雨量约1880毫米，属亚热带季风气候。^[2]

第七次全国人口普查登记，2020年11月1日零时水边镇常住人口为9508人，占全市常住人口的1.01%。^[9]

2023年，全镇有村（居）民小组144个。^[5]

经济[edit]

水电是镇上较早的产业。2003年前后，镇内已建有红星、马槽坑、杉坑等水电站，总装机1600千瓦，黄竹电站也在建设中。^[2]

近年的重点是「水边温泉度假及沿江旅游资源开发项目」。该项目分两个板块：温泉度假区在热水村的热水塘，沿江游板块在流寨村的梨头咀。2024年，水边温泉项目被列入清远市首批水经济试点项目。^[6]^[7]

2021年公示的控制性详细规划草案，规划范围约1224.3公顷，功能定位为兼顾旅游休闲、滨江居住与康养度假的山水文旅小镇。^[8]

农业上，2024年镇里引导7个村（社区）的经济联合社组建涉农经济平台，统一品牌、推广和销售，并在乌城丝苗米基地带动村民种植丝苗米。2025年的工作计划把丝苗米、石笋花、粉葛、淮山列为特色产业。^[6]

荣誉[edit]

1993年，水边镇经广东省人民政府核准为革命老区。^[2]

2024年3月，水边镇被命名为「2023年广东省卫生乡镇」。^[1]
