水唇镇在广东省汕尾市陆河县东部，榕江上游，东面是普宁市，南面与东坑镇相接，西面是河田镇，北面隔着山岭就是揭西县。镇政府设在水唇大道西，下设1个社区和15个行政村。[1]按第七次全国人口普查，2020年常住人口26462人，在县内各镇中排第三。[1][4]这里山多田少，青梅、蜂蜜、茶叶是出名的农产，螺洞世外梅园与观天嶂是主要的游览地。[2][3]

历史沿革[edit]

1949年新中国成立后，这里设水唇乡；1952年为第十二区水唇区。[4][15]1958年实行人民公社，改称水东公社，1974年公社南部一片划出，另成东坑公社。1983年社改为水东区公所，1986年定名水唇镇。[4]1988年陆河县成立，水唇镇的建制没有变动，沿用至今。[1]

镇名取自“水唇”二字：唇指边缘，旧圩地势低，又靠着河岸，所以叫水唇。[4]

地理环境[edit]

镇域在榕江河上游，北接揭西、南邻普宁，陆河县政府网站称它距县城约6公里。[3]县政府网站称全镇面积121平方千米，山地约14.8万亩、耕地约1.4万亩，圩镇占地2平方公里。[2][13]百度百科记面积为123.17平方千米，气候属亚热带季风气候。[1]省道、国道G235线穿过镇境，潮惠高速也经过水唇。[2][3]

据县政府网站，镇内有瓷土、稀土、花岗石等矿产，水力资源可装机4500千瓦，还有高温的地表温泉。[2]

各村自然村的数目差别很大：高塘村与高丰村各有16个，吉龙村14个，新丰村与水唇村各11个，而黄塘村只有黄塘圩一处。[3][16]

县政府网站的介绍写到2014年全镇总人口约4.9万人；镇政府后来的介绍写作约5万人。[2][3]第七次全国人口普查（2020年）的常住人口为26462人，与前两项数字的统计年份与口径并不相同。[1]

经济[edit]

2014年全镇生产总值4.5亿元，其中农业产值2.4亿元、工业产值0.8亿元、第三产业1.2亿元，农民人均纯收入5100元。[2]2019年镇内有工业企业33个，规模以上的3个。[1]

农业方面，镇政府介绍的特色产业有青梅、蜂蜜、葡萄和茶叶。[3]2021年9月，水唇镇以蜂蜜入选第三批「广东省“一村一品、一镇一业”专业镇」。[4]罗洞村种梅逾万亩，是粤东连片面积最大的梅园。[12]镇上还种有灵芝。[2]

据2005年的统计，全镇生产总值4.5亿元，工业总产值2.5亿元，当年被评为“一类镇”；镇里以“城镇工业一体化”为发展思路，在圩镇东侧规划了约5平方千米的园区，引进工艺厂、瓷厂等企业，陆续建起中学、车站、公园和肉菜市场。[5]

文化[edit]

镇政府介绍中，当地有客家山歌，还有省级非物质文化遗产木偶戏；镇内设有客家民俗馆。[2][3]

红色遗址有莲心湖、观天嶂的红军纪念碑、大富洋等。[3]其中水唇莲心湖战斗革命烈士纪念碑在高丰村委会斜对面。[14]观天嶂是连接大南山与激石溪两处革命根据地的山地，山上重建寺庙时发现过红军墓。[11]

名胜古迹[edit]

  • 螺洞世外梅园：在罗洞村，为国家4A级旅游景区；每年大寒前后梅花开放。罗洞河是榕江的主要源头之一。[3][12]
  • 观天嶂：主峰海拔约860米，位于镇东北，南跃村、石船村境内都有它的山体，高丰村在其山麓，东接普宁，北连揭西。山上原有清霞洞，建于清道光年间，兼供佛道儒；另有石船寺、彩霞洞，今日山顶的观天寺依唐宋风格重建，2009年落成。[6][11]
  • 墩仔寨围龙屋：属墩塘村，汕尾市文物保护单位，清顺治十七年（1660年）起建，围屋呈龟背形，占地7200平方米。2012年入选广东省古村落抢救工程，并在同年评选中得“最具建筑特色村落”之名。[7]
  • 莲心湖康吉楼：在高丰村莲心湖自然村，清道光年间建，汕尾市文物保护单位，总面阔61.2米，占地1726平方米。[8]
  • 俊德楼：在吉龙村河背自然村，清末所建，2016年12月列为陆河县第二批文物保护单位，客家围屋，占地978平方米。[9]
  • 车田司马第：在吉龙村车田自然村，清道光年间建，占地1555平方米，汕尾市文物保护单位。[10]

荣誉[edit]

此外，省住建部门在2015年12月公布新型城镇化“2511”试点名单，水唇镇作为美丽小镇项目名列其中。[2]2021年1月入选「第二批广东省旅游风情小镇」；2022年1月获「2021年度广东省卫生城镇」称号；2023年11月入选「广东“百千万工程”首批典型县镇村」；2025年3月命名为「第七届全国文明村镇」。[4]
