名称由来[edit]
据地名说明，村里住的是凌姓人家，村前临河，取如鱼得水的好意头，把村叫作霞水，后谐音写成下水。[1]
历史沿革[edit]
1961年自新联、保黎分出，设立下水大队；1983年起称下水乡；下水农村管理区一名始于1986年；1999年改由村民委员会管理，至今未变。[1]
2019年9月，该村入选2018年广东省「民主法治示范村（社区）」创建单位名单。[1]
