高蓬村为北和镇所辖行政村，在雷州市境内。[1]据博雅地名网，明永乐元年（1403年）朱姓自福建莆田迁来，立朱家村；清乾隆年间，石山、英彩、高蓬三村相继迁来立村。1951年属第四区十三村，1958年设新家管理区，1984年七村合设洋家，1987年2月分设四个村委会，1989年设朱家管理区，1999年设高蓬村民委员会。[1]
