下洋镇在广东省湛江市徐闻县东部，东濒南海，西邻曲界镇，南与前山镇接壤，北面是锦和镇和外罗一带[2]。镇政府设于下洋圩，离县城约49公里，下辖1个社区和11个行政村[2]。第七次全国人口普查（2020年）统计，全镇约有2.04万人[1]。

历史沿革[edit]

下洋圩兴起于清嘉庆年间，当时称新市，位于下洋村西侧，后来叫作下洋圩；1945年5月，圩场东迁到村东，也就是现在的位置，圩名照旧[2]。在清代以前，这一带归徐闻县积善乡管辖[3]。

民国时期：1931年成立下洋乡，隶属县第二区；1936年改称镇；1941年10月调整乡镇后再度设镇，由县直辖；1948年又降为乡[3]。新中国成立后，1950年5月它是县第二区的第9行政村，1953年8月复为乡，归县第六区；1958年划入锦和公社（又名上游公社）；1961年4月自该公社析出，另立下洋公社；1983年10月改作区；到1987年3月，重新定名为镇[3]。

地理环境[edit]

全镇面积约75平方千米，耕地43754亩[2]。地势北高南低，是缓缓倾斜的台地，临海一带为沙壤土，内陆则是砖红壤；年平均气温23℃，年降雨量平均1800毫米[2]。境内有港北溪、姑村溪和尖岭溪，都由西往东入海。沿海滩涂约12公里长，沙滩中含有钛和锆英矿；外海大陆架上分布着长20多公里、宽10多公里的珊瑚石，近海渔获以马鲛、白鲳、黄花鱼为主[2]。

人口民族[edit]

据概况所载，2004年全镇共有28845人，农业人口占27394人，另有1451人为非农业人口[2]。2020年的普查人口为2.04万人，在徐闻县各乡镇街道中居第15位[1]。

经济[edit]

海岸线长11.27公里，可通航的港湾有南门沟、北石、淹下、陈公四处[2]。公路方面，连通仙安、前山、锦和、外罗等地[2]。下洋圩区占地2.9平方公里，街道成井字形，总长1.8公里[2]。白茅村有一种叫「白茅鱼翅」的特产[1]。

文化[edit]

当地的民俗项目包括徐闻罗卜戏和阵式藤牌功班舞[1]。

名胜古迹[edit]

那屋村的黄氏宗祠，1949年曾是中共徐闻县工委与县人民政府的驻地；2011年5月公布为徐闻县文物保护单位，并被列为红色旅游景区[4]。

荣誉[edit]

下洋镇获评「2022年湛江市文明镇」（2022年9月），又被认定为「广东省第三批“百千万工程”典型村镇」（2026年3月）[1]。
