乐华街道是广东省湛江市霞山区名下的街道，实际由湛江经济技术开发区管理，位于开发区中央商务区的东南部，东临大海，南以录塘河为界。辖区面积约6平方千米，2011年末总人口27898人，辖明哲、海滨东、园岭、观海、平乐上村、平乐下村6个社区[1][2]。街道办事处于1995年7月由开发区管委会设立[3]。

历史沿革[edit]

据博雅地名网所载街道历史，南宋咸淳年间（1265年至1274年），黄氏祖先来此建村定居，这些聚落即后来的平乐上、平乐下、斜坡和海滨四村[3]。街道名称则取自历史上遂溪县的平乐社管辖区[2]。1899年广州湾成为法国租借地，这片土地归龙潮分局管辖；抗战胜利后，广州湾于1945年9月21日回归，次年元旦设湛江市，平乐划入市郊[3]。

1995年7月，乐华街道办事处成立，是湛江经济技术开发区管委会的派出机构，负责这一带的行政管理[3]。村一级的变化是：1999年撤销管理区，改设平乐上、平乐下、海头渔、海滨渔4个村民委员会；2002年4月20日开发区管委会同意在街道下设园岭、海滨东、明哲3个社区居委会，2009年又增加观海社区[3]。到2010年7月，平乐上、平乐下两村按城中村办法改制，村民委员会撤销，转为社区[3]。

行政隶属方面，区划地名网转录的资料称，泉庄、乐华两街道虽属霞山区，却委托湛江经济技术开发区代管[4]。第五次人口普查（2000年）统计到乐华街道有24854人[4]。广东省民政厅2024年度的湛江市区划资料，仍把乐华列在霞山区的12个街道之内[5]。

地理环境[edit]

街道在开发区的中央商务区一带，偏东南：四至为：东面是海岸，南面是录塘河，西面距人民大道150米，大致以乐兴路为界，北面到乐山路以北的三号河沟[1]。

经济[edit]

百度百科记述，到2011年末，辖区内先后有十余家大型工业企业落户，产业包括石油化工、特种纸、食品饮料、生物医药、纺织服装、机械电器以及农海产品加工，经济以外向型为主[1]。

名胜古迹[edit]

观海长廊是湛江八景之一的“长廊观海”，位于霞山区观海路，国家级三A景区，免费全天开放，占地约13公顷（一说19公顷）[6]；辖区内观海社区即因它得名[7]。
