升平村是广东省江门市台山市海宴镇下辖的行政村，在海宴镇西部，面积16平方千米，分为12个村民小组。按镇政府2026年公布的数字，全村户籍7325人、常住3400人，村党委有党员110人；村内的石浦村获评「广东省卫生村」「台山市文明村」。[1]

横岗村前的圣栋楼是华侨出资修建的洋楼，1949年台山县人民政府曾在楼里办公，今为台山县人民政府办公旧址。[2]

历史沿革[edit]

圣栋楼的主人李圣栋是横岗人，十九世纪离家到英国谋生，创业有成后在英国建了一栋洋楼。他把这栋楼的图纸留了下来，二十世纪二十年代决定在家乡照样再盖一栋，图纸和建筑材料都从国外选购运回，前后建了好几年才完工。[2]

1949年台山全境解放前夕，台山县人民政府一度设在圣栋楼。新中国成立后，楼里先后是横岗乡、横岗大队的办公地点；从1966年起，这里每年用作新兵训练的场地。印尼排华期间，圣栋楼还接待、安置过一批又一批回国的华侨。[2]

地理环境[edit]

村里的农田用桂南水库的水灌溉，吉湾河是引水的渠道；境内另有毁水河、革新河等河流。近年来村里修复了吉湾河，清理了毁水河横岗至沙尾厂村一段和革新河支流里的淤泥与水浮莲，并疏通了田间的沟渠。[1]

村内道路方面，田头、那雍两座危桥已经重建，新桥宽7米、长5米，三石大道也做了加宽。村里另建有400平方米的党群服务中心。[1]
