1963年长岐人民公社成立后，这一带设霞山大队，下属有七里村、红秀村、坡口塘村、刘付村、上吴村、下吴村和下山村。后来1983年称霞山乡。1987年建镇后改称下山村民委员会。后来1989年设下山管理区。至1999年起称下山村民委员会。[1]
