保税区（珠海保税区）是广东省珠海市香洲区辖下的乡镇级区划单位，统计用区划把它与街道、镇并列。它本是一处海关特殊监管区域，1996年得到国务院批准，坐落在珠海主城区的南端，邻接湾仔口岸，隔着水面正对澳门[2][3]。国务院批复划定的面积是3平方公里[1]。2025年8月，它获准退出海关特殊监管区域的行列[2][4]。

保税区在珠海主城区南端，北面是横琴，位置处于港珠澳大桥陆路一端的桥头附近[2][4]。国务院1996年的批复把它安排在洪湾工业区之内，四面边界分别是：南靠南湾大道，东临连屏路，北接洪屏大道，西至第一排洪渠，总面积3平方公里[1]。在统计用区划里，它属香洲区，与湾仔街道相邻。

维基百科记载，从保税区到澳门莲花口岸，车程约十分钟，到澳门国际机场十余公里，到珠海机场约30公里[4]。

历史沿革[edit]

广东省政府在1993年和1995年两度向国务院请示，先是要在珠海设保税区，后又要求更改选址。1996年11月3日，国务院发出国函〔1996〕93号批复，准许珠海设立保税区，监管由海关负责[1]。它是广东当时先后设立的六个保税区中的一个[3][4]。1999年5月，海关总署验收合格，当年10月起封关运行[4]。

2003年，在保税区的延伸区域上建成珠澳跨境工业区，维基百科称之为全国首个跨境工业区[4]。整个保税区分为海关特殊监管区与非海关特殊监管区；后一部分在横琴北侧，同珠澳跨境工业区合并管理[2][4]。

管理机构[edit]

据维基百科，保税区由珠海市人民政府派出的管理委员会负责，委员会统管区内行政事务，并在市政府授权的范围内行使市一级的经济管理权限[4]。

退出海关特殊监管区域[edit]

珠海市商务局在2024年10月公布的第三季度工作进展表中，已将取得保税区退区批复定为工作目标[2]。2025年8月27日，海关总署自贸区和特殊区域发展司的网站刊文，说明珠海保税区已获批退出[2][4]。珠海特区报的报道称，退区后该片区要与横琴粤澳深度合作区、十字门中央商务区配合发展[2]；香洲区2025年的政府工作报告也提到，要借退区之机，让洪保十片区同琴澳协同发展、使片区开发更成整体[2]。
