下洋村地处蒋邦溪下游，地势平坦，当地称为田洋，村名由此而来。[1]

历史沿革[edit]

解放初村名为蒋邦村，隶东红区；此后经红坊区、龙池区的辖区调整，1957年撤区并乡时归湖邦乡。[1]

1958年成立下洋大队，属小池公社管辖；1961年改属红坊公社。1967年原大队改称红村，1979年红村分设，下洋独立为大队，1984年成立下洋村委会。[1]
