村中有一条小溪，村民聚居在溪的两侧，那里地势开阔，于是取名下洋。[1]

历史沿革[edit]

1959年划入管理区，其后另立大队，1984年改设下洋村村民委员会。[1]

荣誉[edit]

2022年12月，下洋村被确定为「2022年度福州市中级版绿盈乡村」。[1]
