三桂村民委员会设于1998年，前身有三桂管理区（1987年）、三桂乡（1983年11月）和三桂大队（1958年）；1957年这里还属东平乡[1]。

全村人口1997人，耕地707亩，柑桔种植面积2237亩，并种植茶子树和桉树；村里修建了东平村至三桂的水泥路[1]。
