工业园处在惠来县西南端的沿海地带，规划总面积为73平方公里，沿海岸线的长度为9.7公里。[3]园区内有神泉港，隆江河自西北流向东南并在园区入海。[3]陆路方面，园区周边有隆甲公路、葵和公路及深汕高速公路。[3]据百度百科，园区范围涉及惠城、神泉、隆江等多个镇，以及若干农场。[1]

园区规划定位于国家重要的石化能源产业基地。[3]初步规划为六个功能区：临港石化工业区、化学工业区、重装备产业区、港口物流区、科教研发区和行政服务配套区，各区分别以石油化工及其中下游产业、与石化相辅的工业、船舶修造、港口码头与物流、石化与重装备领域的研发，以及生产生活服务为重点。[3]

2023年2月27日，园区的龙头项目广东石化炼化一体化项目投产运行。[4]
