关西村是南山镇中部的行政村，村中的三德堂是1948年潮揭丰人民行政委员会成立的旧址，为县级文物保护单位。[1][2]

革命旧址[edit]

1948年5月，潮揭丰人民行政委员会在南山关西三德堂成立，由杨戬任行委会主任，何绍宽任副主任，并颁布了减租减息法令。[2]

1989年1月19日，揭西县人民政府将三德堂定为揭西县第3批县级文物保护单位。[2]
