柏旺村在桂岭镇西北部，国防道穿入村中，周边与玉湖镇大坑村、白塔镇花坑村相接。[1]

历史沿革[edit]
村庄始建于明万历年间，民国时期属揭阳县磐西溪都。1949年后，这里设为磐西的柏旺乡；1958年并入磐西公社，之后称柏旺大队。1983年仍为磐西公社的柏旺乡，1986年设村委会，此后沿用至今。[1]
柏旺村在2019年9月进入2018年「广东省民主法治示范村（社区）创建单位」名单。[1]
