上饶镇位于广东省潮州市饶平县北部山区，东与福建省交界，西与大埔县接壤，1986年设镇，下辖2个社区和22个行政村，邮政编码521000，电话区号为0768。[1][2][3][4]

镇内有镇福楼、启明楼等土楼，也有全德学校等革命旧址。1927年朱德率南昌起义军在茂芝召开军事决策会议，会址即在全德学校。[5][6][7]

历史沿革[edit]

据博雅地名网，镇名来自旧时属海阳县元歌都的上饶堡。民国时期这里设上饶区，1957年成为上饶乡，次年改为上饶公社；1979年从中析出上善公社，1983年重新设为上饶区，1986年才改为镇。[3]

1927年10月，南昌起义军经大埔县三河坝转至茂芝。10月5日朱德率部抵达，指挥部设在全德学校；10月7日，他在该校主持的军事决策会议上决定西进湘南，起义军此后经柏嵩关出境，1928年4月于井冈山与秋收起义部队会师。[5][6][7]

上饶镇下辖2个社区、22个行政村，百度百科与维基百科均如此记载。[1][2] 博雅地名网的概况正文另写有13个村民委员会，加茂芝、坝上两个居委会，与其镇页所列的22个行政村对不上，本条目采用前一说法。[3][4]

荣誉方面，省林业部门在2017年9月认定本镇为「2017年广东省森林小镇」，2024年3月本镇获评「2023年广东省卫生乡镇」，2026年3月入选广东省第三批「百千万工程」典型村镇。[3]

镇域东、西、北三面环山，南面与饶洋镇相连，北面为上善镇。[4] 据百度百科，西岩山是镇内最高的山峰，海拔一说为1256米；博雅地名网的景点页则写为1255米。[1][5]

镇域面积两说并存：博雅地名网称约52.67平方千米，百度百科称101.13平方千米，两者均未注明年份。[3][1] 坝上社区所在的沙坝地，是黄冈河上游冲积而成的。[12]

陶瓷生产历史悠久，瓷土矿藏丰富，地形以山地为主、耕地较少；矿产另有稀土、大理石等。[4][1] 气候属亚热带季风型，每年降雨约1700毫米。[1]

按户籍口径，百度百科所记2018年的数字为6.62万人。[1] 维基百科载人口46,796人，未注年份；博雅地名网概况则记总人口41865人，亦未注年份。[2][4] 三个数字的年份与口径各不相同，不能直接比较。

百度百科记2016年的统计：农业、工业产值分别为1.4亿元与2.2亿元，税收为339.17万元。茶叶与三红蜜柚是本镇农业的主打品类，镇上设有茶叶仓储交易中心和博士工作站。[1]

博雅地名网所列的粮食作物有稻谷、小麦、旱粮和蕃薯，经济作物则包括蜜柚、橄榄、青梅、龙眼、荔枝与茶叶。全镇的水电站共四座，总装机1253千瓦，一年可发电250万千瓦时。[4]

名胜古迹[edit]

镇福楼位于马坑村，背靠西岩山，明永乐十一年（1413年）始建。它是椭圆形的三层半土楼，设房屋60间，占地6936平方米，以规模而言在县内现存的椭圆形潮汕土楼中居首。2002年7月，省政府将其列入第四批省级文物保护单位。[8][5]

二善村的启明楼建于清光绪二十五年（1899年），圆形，直径100米，在楼子背自然村。同村的二善潮源楼建于清光绪十五年（1889年）。两楼都于2011年4月列为县级文物保护单位，由饶平县政府公布；潮源楼另于2012年进入广东省第七批文物保护单位名单。[9][5]

全德学校原名龙冈书室，民国初年易名，现为广东省文物保护单位。目前它还承担党史和革命传统教育的功能，并是潮州市爱国主义教育基地。新中国成立后，这里曾做过烈属敬老院。[6][5]

西岩寺位于西岩山胫部，始建于明万历二十八年（1600年），1988年10月列为县重点文物单位。[5][10] 善福寺在两片乡的第一山上，明万历二十六年（1598年）创建。1958年僧人离寺，1969年寺宇被拆，仅余墙基；1998年12月起重建，2000年12月竣工。[11]

东岩寺在岭脚山上，相传建于明代，1981年修建；东福寺位于饶平县东北部的犁头岽山中，创于清代，1982年重建。[5]

据维基百科，坑前村有大华宫，柏嵩村有兴盛宫。[2]

康东村的东泰楼始建于清乾隆年间，永善村的永善东华楼建于1952年，下善村的新华楼建于1948年，柏嵩村的华一东华楼建于1949年，上善村的雁溪楼始建于清光绪三十四年（1908年）。博雅地名网称永昌楼建于清乾隆十九年（1754年），位于坝上村杨下自然村。以上圆形土楼均于2011年4月被列为县级文物保护单位。[5]
