东莞滨海湾新区是东莞市的省级高新区，位于市域西南部，在珠江口东岸，与深圳前海隔河相望。[1][5] 它的版图包括交椅湾、沙角半岛与威远岛三片，总规划面积为84.1平方公里。[1] 2017年10月，新区揭牌成立。[2] 维基百科把它称作东莞市的类似乡级单位。[4]

虎门港管理委员会设于2003年。2008年，为推进长安新区的建设，又设立了一个领导小组办公室；2011年，该办公室改称「东莞市长安新区管理委员会」。[4] 2012年，沙田镇的管理体制与虎门港合并，即所谓「镇港合一」。[4]

「东莞港」这一名称始于2016年3月，是交通部同意虎门港更名的结果。[4] 2017年4月，长安新区的管理机构改称「东莞市滨海湾新区管理委员会」；同年7月12日，广东省政府表示同意，设立「东莞港管理委员会」，并以「东莞市滨海湾新区管理委员会（筹）」的名义挂牌。[4]

2017年10月，新区揭牌成立。[2] 国务院在2018年10月4日作出批复，东莞虎门港综合保税区由此设立，它的前身是东莞保税物流中心（B型）。[4]

2018年，东莞市人大常委会审议通过了《东莞滨海湾新区发展总体规划》；2019年，省政府常务会议又通过了该规划的2019至2035年版本。[5] 2020年，省委编委批复同意，管理机构改名为「东莞滨海湾新区管理委员会」，并仍兼用「东莞港管理委员会」与「东莞虎门港综合保税区管理委员会」两个名称。[4]

规划与范围[edit]

2021年，管理委员会着手编制《东莞滨海湾新区国土空间总体规划（2021-2035年）》，2024年向社会征求意见。[3] 该读本给出的数字是：规划范围84.14平方公里，其中50.54平方公里为陆地，33.60平方公里为海域，海域部分含未来角1.93平方公里；海岸线全长41.21公里。[3]

园区概况所载的现状数字为：陆域面积51.8平方千米，海域面积32.3平方千米；该页发布于2020年3月，未注明统计年份。[2] 现状面积与规划面积的口径不同，各自标明来源。

产业与招商[edit]

新区的定位是粤港澳大湾区的特色合作平台。大湾区规划纲要对东莞与香港在滨海湾地区的联合开发给予了支持。[1] 新区获批为省高新技术产业开发区，同时也是「广东自贸试验区联动发展区」。[1]

2018年引进的一批重大项目，协议投资金额合计2830亿元。[2] 百度百科则称当年签约2770亿元，两个数字不一致，这里各自标明来源。[5] 已引进的项目有智能制造中心、智慧终端总部，以及「小天才智能科技中心」「科兴科学园」「欧菲光湾区科创中心」等。[1]

地理环境[edit]

新区处在狮子洋入海口的东侧，通过虎门大桥连接广州南沙，又与深圳前海隔水相对。[1] 据2018年的概况，新区的范围东面以茅洲河为界，西面到太平水道，北边是沿江高速与规划中的海堤路，南边直到东莞管辖的海域。[2]

官网把长安镇、虎门镇、沙田镇和厚街镇称为「片区四镇」。[1]
