波罗镇位于广东省清远市英德市西北部，镇政府设在波罗圩，距英德中心城市约78公里。镇域东面与乳源瑶族自治县的大布镇相邻，西面与阳山县的江英镇接壤，南面与英德市大湾镇相接。^[2]^[3]

全镇以山地农业为基础，近年以麻竹笋为主导产业，同时培育番薯、芋头、小黄姜等作物，并以“百千万工程”统领乡村建设，提出建设生态型农旅小镇的目标。^[1]

历史沿革[edit]

当地建制始于明洪武二年（1369年）。清康熙四十四年（1705年）这一带属英德县浛属甘下都，设有三山图和鹤子山图；清道光十六年（1836年）设三山乡；1945年，三山、杉树二乡改组为三杉乡。^[4]

1956年或1960年，波罗从大湾公社中分出，设立波罗公社。博雅地名网的概况页作1956年，历史沿革页作1960年3月，析出的是前进、乌田等11个大队。^[3]^[4]

1983年7月撤社设波罗区公所，1986年11月撤区设乡；历史沿革页作1993年10月设镇，概况页则作1987年撤区设乡、1995年撤乡设镇，两页所载年份不一致。^[3]^[4]

地名来历与一座石山有关：圩地四面环山，圩背后的石山形如盆中的菠萝，取其读音相近而称波罗。^[2]

地理环境[edit]

镇域面积约171平方千米，地处英德西北部的山区，区域水系流入小北江。前进村与大布镇交界处有一条长约15公里的大峡谷。^[3]

波罗河是镇域的天然水系，东西两岸分属不同片区，是划分河东、河西的界线。^[6]

属低亚热带湿润气候，年平均气温约18.6摄氏度，年平均降雨量约2100毫米。山地土质肥沃，宜种银杏、板栗、竹笋等经济作物。^[3]

镇政府2026年工作计划提出，要严格做好石门台国家级自然保护区的综合治理。^[1]

博雅地名网载，据第七次全国人口普查结果，波罗镇人口为6600人，在英德市各乡镇街道的人口排行中居第22位。^[2]

镇域分为河西、河东两个片区。河西片区含波罗、太平坪、建棠村、东风村、沿沙村五村，以农业和文旅融合为重点；河东片区含前进村、乌田村、板水村、更古村四村，以生态种养为重点。^[6]

农林牧渔业总产值在2021年为19517万元，2025年为42419万元。牧业产值由8114.82万元增至13058.42万元，林业产值则由2295.32万元增至12041.70万元。^[7]

镇里以“1+3+N”的思路发展农业：麻竹笋为核心主导产业，截至2025年11月种植面积达4.5万亩；番薯种植1145亩，芋头908亩，小黄姜571亩。^[1]

三华李、香水柠檬、英德红茶等也有种植。板水村有千亩三华李果园，2026年6月举办过采摘活动。^[8]

西京古道沿线有古驿道、古村落和老建筑。镇政府计划在波罗村一带结合古道，开辟徒步体验线路。^[6]

2024年的统计显示，镇里有文明实践所一座、实践站九个、文化站一座，农家书屋十个。英德市图书馆在波罗设有分馆，并在建棠村、太平坪村、板水村设服务点。^[5]

该镇于2024年3月获得「2023年广东省卫生乡镇」的命名。^[2]
