石牯塘镇属广东省清远市英德市，坐落在英德市西北部，离市区大约40千米。[1] 它的东侧接壤横石塘镇，南侧挨着石灰铺镇与浛洸镇，西侧连着大湾镇和波罗镇，北侧则与乳源县境内的大峡谷景区及石门台保护区为邻。[1]
2025年12月，英德市人民政府批准了《英德市石牯塘镇村庄规划管理通则》，规划范围覆盖石牯塘社区和12个行政村的村域，镇域面积约332.56平方千米。[4] 镇内的联山瑶族村是英德市唯一的少数民族行政村。[9]
历史沿革[edit]
镇所在地的地表和地层中多鹅卵石，当地俗称卵石为「石牯」，大小鱼塘又星罗棋布，地名由此而来。[2] 建置始于明洪武二年（1369年），当时隶属英德县浈阳都，下设尧山、鲤鱼、陈瑶、黎瑶四图。[2] 清道光十六年（1836年）设沙坪、鲤鱼、尧山三乡；宣统三年（1911年）改称尧山、鲤鱼乡；民国二十九年（1940年）为尧鲤乡。[2][3]
1950年6月，此地属英德县第二区，1952年3月另设英德县第九区。1955年设石牯塘区，1957年设石牯塘乡。1959年4月从红旗人民公社析出，设石牯塘人民公社；1983年7月撤社，设石牯塘区公所。[3]
关于改为镇的年份，两处资料说法不同：博雅地名网的历史沿革记作1986年11月撤区设镇，百度百科则写作1987年4月改称石牯塘镇。[1][3]
地理环境[edit]
锦潭水库建在黄洞河上游一带，与石门台保护区相接，在锦潭梯级水电站中居首位。坝体为拱形混凝土结构，坝高123.3米，蓄水容量2.49亿立方米，2007年5月通过验收。[6]
人口[edit]
1998年底，全镇总人口32249人，其中汉族31793人，瑶族456人。[2] 2018年，户籍人口为40274人。[1]
经济[edit]
1992年，镇里引种反季节荷兰豆，此后种植面积逐年扩大，逐渐成为英德市较大的生产基地之一。[2] 据2023年的镇街动态报道，三联村有桑芽菜基地，石下村有兰花基地，鲤鱼村有英德红茶基地。[5]
2025年的村庄规划定下了耕地与生态的底线：镇内永久基本农田的保护面积不少于3164.8847公顷，生态保护红线覆盖15897.4844公顷。[4]
名胜古迹[edit]
天门沟景区在石牯塘镇通往波罗方向约8公里处，被列为3A级旅游景区。[7] 库区周边的锦潭小镇以水库为依托，设有橡皮筏、灯光秀等游乐项目。[6]
乡村治理[edit]
2023年，镇里以三联村为试点推行农村网格员包片联户工作，黄洞村与三联村同被选为“清单制”乡村治理的先行试点。[5] 同年，全镇13个村（居）委会均已安装政务服务自助机，镇、村两级共有15台。[5]
2024年底的一篇镇街动态写到，石牯塘镇建起了农村基层党建三级网格，并党员突击队有19支，党员志愿服务队也有19支，分别承担应急处突和日常志愿服务。[10]
2023年11月，省里公布首批「百县千镇万村高质量发展工程」典型村名单，英德有13个村入选，石牯塘镇的联山瑶族村是其中之一。[8]
2025年3月，镇政府与广东石门台国家级自然保护区管理局合力植树，种下近1500棵石笔木、紫荆等树种。[11]
