前海合作区，全称前海深港现代服务业合作区，位于广东省深圳市西部沿海、珠江口伶仃洋东岸，毗邻香港，行政区划上分属南山区和宝安区，统计上按乡镇级单位编码。[1][2]合作区由国务院于2010年8月26日批复设立，起步区原为填海造地而成的土地，2021年扩区后总面积为120.56平方千米。[1][2]

历史沿革[edit]

合作区设立于2010年，国务院在当年8月26日作出批复，要求借助毗邻香港的条件发展现代服务业，并配有总体发展规划。[1][2]次年6月27日，深圳市人大常委会在第五届第九次会议上通过专门的《深圳经济特区前海深港现代服务业合作区条例》。[2]

2021年9月6日，中央和国务院发布「全面深化前海深港现代服务业合作区改革开放方案」，合作区由14.92平方千米扩大为120.56平方千米。[2]2023年12月，国务院批准了新的总体发展规划。[1]

地理环境[edit]

合作区最初的14.92平方千米属南山区，包括桂湾、前湾和妈湾三个片区，其中3.71平方千米为前海湾保税港区，土地均由填海形成。[2]

2021年的扩区把四片相邻地区并入，合计105.64平方千米：宝安区一侧自北向南依次是会展新城与海洋新城片区（29.36平方千米）、机场及周边片区（30.07平方千米），以及宝中与大铲湾片区（23.32平方千米，含大铲岛、小铲岛、孖洲岛）；南山区一侧是蛇口与大南山、小南山片区（22.89平方千米），南临深圳湾，含自由贸易试验区的蛇口区块。[2]
