村外有一片广阔的田地，远望如海，因而取名外洋。[1]

1980年为外洋大队，1987年改设外洋村民委员会。[1]

村民的经济来源主要是种茶与砖瓦业。外洋村也是老区基点村。[1]
荣誉[edit]
2022年3月，外洋村被命名为「2021年福鼎市平安村（社区）」。[1]
