外洋村属福安市穆云畲族乡。[1]

村名的来由：村子早称“秋竹洋”；因位于留洋村之外，取名留洋外村，后简称外洋。[1]

历史沿革[edit]

土改时此地归留洋乡政府管理，1961至1966年间归留洋小公社，当时名为外洋村。1966年下半年转为外洋大队，到1984年才改成村民委员会。[1]
