棠发洋社区是福安市城北街道下辖的社区，位于市区东部的鹤山山麓，紧邻秦溪河。社区北面与后垅社区隔路相望。[1][2]

地名由来[edit]

社区居委会原名长发洋。在本地方言中，“长”与“棠”发音相同，于是改称棠发洋。[1]

历史沿革[edit]

自1949年起，这片地方先后称东郊保、东郊乡、步郊乡与步溪乡，1958年归入城郊公社步郊高级社。1962年以后，它成为城关镇东棠大队，1981年又划归韩阳镇，称棠发洋大队。1984年，它改称韩阳镇棠发洋村；至1992年，村名归城北街道管辖，仍称棠发洋村。2003年，才改设为棠发洋社区居委会。[3]

辖区概况[edit]

辖区共有五个小区，即棠发洋、施老亭、步下、步升与棠兴路，另有6个居民小组。社区总面积1.3平方公里。[2]

常住人口方面，据博雅地名网所载共有1134户、3853人（年份未载），此外暂住和流动人口约1360多人。[2]

逸夫小学、邮政局、气象局、903电台与福建省茶科所等30多个省、市行政和事业单位，以及私人企业都在辖区内。[2]
