黄土丘村位于柏洋乡东部，沿柏洋至塔后的公路分布，辖7个自然村。博雅地名网载全村281户、1360人，村情简介则载全村324户、1131人，两者均未注年份。[1][2]

村子原是一片黄土坡，村名由此而来。1984年，生产大队改名为黄土丘村，并选举产生村民委员会。[1]

水田1075亩，旱地32亩，合计耕地1107亩。[2]

2008年，村农民人均纯收入为3631.9元。[2]
