外洋村位于忠信镇。村境内有两条溪水，分别流向东西两侧，出境后各形成一片小洋畈；早先两片小洋畈上各建有一个自然村，因村子位于两畈之外，人们便以「外洋」称呼此地。[1]

历史沿革[edit]

清代隶忠信里，民国归忠信乡。1951年划归第九区，1956年改属仙阳区的忠信乡。1958年9月编入忠信公社的忠信大队；1960年11月，外洋另立大队，仍隶忠信公社。1984年起改设村民委员会，1993年划归忠信镇。[1]

荣誉[edit]

获省级爱卫部门认定为卫生村的时间是2021年11月。2022年10月，省农业农村厅认定本村为第二批省级乡村治理示范村镇。2023年12月，本村获认定为省级「一村一品」专业村，产业为水稻制种。[1]
