下坊村是水北街镇下辖的行政村[1]。民国时属观前乡，1952年归第十区，1958年改隶水北公社，1960年单设下坊大队，隶属观前公社[1]。1966年归水北街公社，1984年设村民委员会，1993年乡改镇后仍称下坊村村民委员会[1]。
