常山华侨经济开发区位于福建省漳州市南部，地处云霄、诏安、东山三县交界处。它与常山华侨农场机构合一、牌子分挂，前身是1953年成立的「福建省归国华侨常山集体农场」，1999年7月挂牌成立开发区。[1][2][3]

对它的隶属关系，维基百科称其为云霄县下辖的类似县级单位，百度百科则称其属漳州市人民政府管辖。[1][2] 1998年起，它由漳州市人民政府管理，作为市政府的派出机构，并被赋予县级部分行政、经济管理职能。[1][3]

境内的乌山天池位于乌山山脉核心区，是一处花岗岩高山湖泊。[4]

历史沿革[edit]

1952年冬，福建省侨务部门相中双山一带，拟建农场安置海外困难侨民。同年12月25日，147名由新加坡、马来西亚回国的难侨首批入场。[1] 1953年1月1日，「福建省归国华侨常山集体农场」挂牌，由省侨办与云霄县共同管辖；当年2至4月又迎来两批难侨，共350人。[1][2]

农场于1959年1月转为全民所有制，改称「国营福建省云霄常山华侨农场」。同月，吉仔与双山被并入。[1] 当年华侨事务委员会决定扩建农场，1960年下半年新寮、下云，以及深垅、三脚寮、柘林等地陆续划入。[1] 1960年3月至1961年春，农场分三批接收印尼归侨共3801人；1963年10月，集美归侨学生108人也在此得到安置。[1]

1966年8月，官洋、埔径、坪岭、白竹、口内寮并入农场。[1] 越南当局于1977年秋起大规模驱逐华侨，农场随即接收印支难民。1978年5月两批难民先后抵达；至1979年3月，农场先后接待的四批难民为268户、1359人，至1988年累计为1416人。[1]

1997年7月，经省人民政府同意设立常山华侨经济开发区，享受省级开发区的政策扶持，开发区党委与管委会随之挂牌。[1] 1998年10月19日，农场改由漳州市人民政府管理，仍用「常山华侨农场」名号；开发区与农场两块牌子、一套机构，开发区仍为正处级。[1] 1999年7月1日，开发区正式揭牌。[1][2]

地理环境[edit]

常山在漳州市南部，西南面接壤诏安县，东面与北面毗邻云霄县，南面则与东山县和云霄县连接。[1][2] 境域呈长条形，东西向最远约19.8公里，南北向最远约9.4公里；全境面积115平方千米，其中国有土地占64平方千米。[1]

气候属南亚热带海洋性季风类型，年均降雨量1750毫米，年均气温21.5℃，一年中无霜日多于360天。[1] 林地丰富，生态林地逾80平方千米，森林覆盖率为72.72%。[3]

境内有厦深高铁、沈海高速与324国道穿过。[1][3]

人口[edit]

截至2021年12月，常住人口为2.5万人。[2] 据博雅地名网，常住的归侨与侨眷有6000多人，他们在国外和境外的亲属近16万人。[3]

名胜古迹[edit]

乌山天池是境内的景区，湖泊为花岗岩构成的高山湖，其海拔约700米，水面近800亩，主峰龙床石高1107米。[4] 景区于2012年被评为省级水利风景区；2020年又列入第二批「清新福建·避暑清凉福地」名单。[4]
