国营古农农场是福建省的一座国有农垦企业，位于漳州市长泰区西部，1957年11月建场。农场辖区的四面分别与芗城、华安、岩溪、龙文、武安和陈巷相接。据福建省政府网站2022年刊载的报道，它在全省的国有农垦企业中规模居首。[1][2]

2018年起，农场推行社企分开、场办分离的改革，社会管理职能移交给新设立的银塘办事处，农场则保留作业区来管理国有资产。银塘办事处与农场实行「一套人马两块牌子」的管理体制。[1][2]

历史沿革[edit]

农场建立后由福建省农垦厅直接管辖，主要种植橡胶树、龙舌兰等作物，一度办有14家国有企业。[1][2]

1970年初，农场下放给长泰管理。[2][3]

进入20世纪90年代后，农场逐渐衰落，多家场办企业在1991至2006年间关闭或倒闭，至2018年底农场负债总额高达7.46亿元。[1]

2016年5月，银塘办事处获得编制审批，成为长泰经济开发区下的办事处。其前身为银塘工业区，设于1990年；2000年起为市级工业区，2003年纳入省级的长泰经济开发区。[2]

2018年8月，农场完成社企分立的改革，银塘办事处接手农场的社会管理职能；农场保留的作业区负责管理国有资产，另设14个社区承接作业区的社会管理职能。[1][2]

此后，农场清收历史欠下的农业承包款1300多万元，并把到期的土地按实际面积重新发包，以公开竞价确定承包者和租金。规范后的农业用地承包合同共251份，租金普遍增长十倍以上。[1][4]

地理环境[edit]

九龙江的一条支流龙津溪将农场辖区分隔为东、西两片。土地面积67平方千米，地势以低丘陵为主。[2][3]

农场东距厦门国际机场约50公里，距厦门海港约45公里，南距漳州市区10多公里，地处长泰的西部门户。[2]

气候属南亚热带类型，平均气温约21℃，降水量每年1400至1800毫米。[3]

经济[edit]

农业以荔枝、淡水养殖和香蕉为主导产业。[3]

农场辖区内有银塘工业区，园区定位为「绿色智能制造新兴产业聚集区」，产业以食品加工、智能家居和新能源为主。[3][4]
