村名早先写作洋尾，因村落位于大田塅的末端；1959年设立生产大队时改称洋发。[1]

村落以农业为主，特产荸荠，博雅地名网称其种植已有五百多年的历史。[2]

2024年7月，洋发村列入三明市六无达标村（2023年度）名录。[1]

历史沿革[edit]

宋元至清代，洋发属绥城乡乐城里交溪保。1934年后归二区管辖，1958年隶属红星人民公社，1984年9月洋发大队改为洋发村民委员会。[2]
