小南洋村的名称源于五马山南麓两座山形如凤凰、落入田洋的说法，即「双凤下洋」之说；两块田洋都在南面而大小不同，此村的洋面较小，故称小南洋。[1]

历史沿革[edit]

此地早先归福清县东张镇管辖，是其下的一个小保；解放初期划归福清观石乡，成为其中一个小山村。[1]

公社化后归入音西公社，1980年底拆分为独立的行政大队，称小南洋大队；80年代中后期改称小南洋村委会。[1]

小南洋村于2021年11月获福建省爱卫办评定，列为「2021年福建省卫生村」；2023年2月，「福建省第三批高级版绿盈乡村」名单公布，村庄上榜。[1]
