上楼村位于福建省福州市平潭县海坛街道，地处平潭城关翠园北路西侧，属城乡结合部，是城区北扩的主要区域之一。村名取自地势较高、早年村民搭草寮居住的情况。现有人口1753人、508户（博雅地名网，未注明年份），其中丁姓回族约占总人口的70%。[1]

历史沿革[edit]

民国初年，这里属候均区。1949年先后划归一区和六区。1958年下半年公社化时设上楼大队，隶属流水分社；1970年改属红心公社（今岚城乡）；1984年改为村委会。[1]

荣誉[edit]

2020年12月，村被确定为「福建省第一批高级版绿盈乡村」。2021年2月，村入选「福建省2018-2020年度省级文明村镇社区」名单。2023年11月，村被认定为「第三批全国乡村治理示范村」。2025年3月，村被命名为「第七届全国文明村镇」。[1]
