清代此地归二十都，位次排在十九都之后，村名因此而来。[1]
村域与产业[edit]
村里辖后洋、石牌、下苏、油洋、溪尾五个自然村。建筑业与农业是村里的主要行当，村民各凭手艺谋生。村里还引进了油茶、鱼腥草、芋头等种植基地。[2]
荣誉[edit]
2022年12月，下苏村被确定为「2022年度福州市中级版绿盈乡村」。[1]
村子曾入选福州市新农村综合示范村。[2]
