起步镇是福建省福州市罗源县下辖的镇[2]，镇人民政府驻起步村，辖21个行政村，辖区面积72.73平方千米[5]。镇境东邻松山镇，南接凤山镇，西连洪洋乡和中房镇，北与宁德市蕉城区飞鸾镇接壤[1]。地势较平坦，属中亚热带海洋性季风气候[1]。食用菌种植是镇内的主要产业，2019年入选全国农业产业强镇建设名单，2023年8月列入首批国家农业产业强镇名单[3]。

地名由来[edit]

据博雅地名网所载，相传有一位名叫徐登的人到罗源茅山炼丹，曾在此地停留，地名由此而来[3]。

历史沿革[edit]

宋代此地属常熟乡，明至清末分属临济里和徐公里[4]。1931年罗源县设5个区，第五区区公所驻起步乡[5]。1955年9月，原第一区改称起步区，次年初撤销[5]。

1958年设起步公社，1961年复设起步区，1965年撤区并社，仍称起步公社[1][4][5]。1984年9月，人民公社改为乡（镇）建制，起步公社改为起步乡[5]。1988年11月，起步乡改为镇[5]。1998年6月，设立水口洋村[5]。

1987年4月，在镇内硋窑村发现一处古陶窑址，窑址东西长约500米，南北宽约30米，经对出土陶罐鉴定，属唐代遗址[6]。

地理环境[edit]

镇境地势较平坦，海拔5米[5]。境内有起步溪和护国溪[6]。年平均气温19.1℃[1]。

名胜古迹[edit]

龙华寺在杭山村后的仙茅山脚下，建筑为四合院格局，正殿坐北朝南，五开间，屋顶为单檐悬山式[3][7]。

荣誉[edit]

2019年7月，起步镇入选「2019年全国农业产业强镇」建设名单[3]。

起步镇于2020年12月获福建省爱卫办授予「福建省卫生乡镇」称号[3]。

2021年2月，起步镇列入「福建省2018-2020年度省级文明村镇社区」名单[3]。

2021年4月，起步镇获评「2020年度福建省乡村振兴重点特色乡（镇）」[3]。

2021年5月，起步镇入选「2022年度福建省乡村振兴示范乡镇」创建名单[3]。

2023年8月，农业农村部、财政部发布「首批国家农业产业强镇」名单，起步镇（食用菌）列入其中[3]。

2025年3月，起步镇被认定为「福建省第一批省级乡村振兴示范乡镇」[3]。
